Hualien County Government aims to cultivate young talents in international affairs and enhance students’ global perspectives and competencies. Each year, the government provides funding for five students from Hualien County to study language and culture abroad, in order to promote international exchange and cross-cultural understanding. Eligible students are encouraged to apply.

1. Eligibility

• Applicants must have been registered residents of Hualien County for at least 10 years as of March 31, 2026

• Students currently enrolled from senior high school to the second year of university (excluding in-service students)

• An average academic score of at least 80 in the most recent semester

• Applicants who have previously been selected for and participated in this program (including the Germany study tour) or the MOE Elite Study Abroad Program are not eligible to apply again

2. Application Information

• Application Period: From now until April 27, 2026 (Monday) (based on postmark date)

• Applications not received before the document review process will be considered incomplete

• Mail handled by postal agencies will not be accepted

3. Number of Awards

• Five students will be funded each year
