【Application Guidelines】

According to current regulations set by the National Immigration Agency, professional exchange visits to Taiwan by individuals from Mainland China are not open for general application at this time. For special-case applications, the inviting unit must first submit an official request to the Ministry of Education, including a written statement detailing the necessity, urgency, and irreplaceability of the visit. Only upon receiving special approval from the Ministry may the application for an Entry Permit (入臺證) proceed.

【Entry Permit for Taiwan – Important Notes】 —Please strictly manage the entry and exit dates of professionals from Mainland China—

  1.  The organizing unit and the inviter bear the responsibility and obligation to manage the entry and exit dates of the Mainland China professionals they have invited, in order to prevent any negative impact on the university’s overall quota and rights for applying for entry permits. 
  2.  If there are any changes to the entry or exit dates of Mainland China professionals, please promptly update the itinerary online through the National Immigration Agency. Failure to make timely changes before receiving notification from the Immigration Agency will be considered a violation.
  3.  It is recommended to verify that the entry and exit flight dates align with the itinerary to avoid any violations.
  4.  The validity period of the Entry Permit is defined by the dates listed on the itinerary. Please note that this does not correspond to the issue date or expiration date printed on the Entry Permit itself.
  5.  When applying for Mainland China residents to visit Taiwan, internal units must first understand the visitor’s background and itinerary, and are obligated to comply with the administrative regulations set by the National Immigration Agency. Any changes to the itinerary must be reported before entry and the approved entry and exit dates must be strictly followed. (Early entry, delayed entry, early departure, or overstaying are all considered violations. Please ensure to apply for itinerary changes online in advance.)

  1. The inviting unit must enter the applicant’s information into the online system. Chinese names and related data must be filled in using standard Traditional Chinese characters. English names must exactly match those on the applicant’s passport or Mainland Resident Travel Permit to Taiwan. *Please first confirm whether your unit has already registered for an online system account. If not, please complete the Google Form  and be sure to notify us by phone at extension #5109 after submission.

  2. Required documents must be converted into color image files and uploaded to the online system. Each file must not exceed 512 KB in size and should be in JPG or JPEG format. The content must be upright and clearly legible. Please name each file according to its document type.
  3. Photo: A color photo (4.5 x 3.5 cm) with a white background taken within the past year. The face should occupy approximately two-thirds of the image area. The photo must meet the specifications of a National Identification Card and clearly resemble the individual as identified in their Resident Identity Card or Exit-Entry Permit.
  4. Letter of Guarantee:The guarantor may submit one Letter of Guarantee accompanied by a group name list, serving as a formal assurance for the Mainland Chinese professionals applying to visit Taiwan. (University official stamps and internal approval are required)
  5. Group Name List:The group name list will be automatically generated by the online system upon submission of the application.
  6. Professional Activity Proposal:Please clearly state the purpose of the visit to Taiwan, the rationale, professional relevance, and any other pertinent details. The itinerary must be thoroughly outlined and accurately completed. (Official university stamp required)
  7. Power of Attorney:The Entry Permit to Taiwan may be processed by an entrusted representative on behalf of the applicant. (Official university stamp required)
  8. Electronic Itinerary Form:The itinerary form is provided as an Excel file. Applicants should select and complete the appropriate file based on the visiting scholar’s length of stay and upload it to the application system. Detailed instructions for filling out the form can be found in the National Immigration Agency’s Professional Exchange Electronic Itinerary Form Guidelines. There are different forms depending on the purpose of the visit, including Professional Exchange, Business Activities, and Mini Three Links Cultural & Business Exchange. Additionally, separate forms are used for stays longer than 31 days and for stays of 31 days or fewer. Please complete the relevant itinerary form accordingly.
  9. Other Required Documents:
    (1) Applicant’s qualification proof:Employment or enrollment certificate (color image file, issued within the last 3 months), relevant certificates, etc.
    (2) Qualification proof of the inviting unit:Please attach an electronic copy of the staff ID
    (3) Official invitation letter from the university (must be stamped with the university’s official seal)
    (4) For accompanying persons, please provide documents verified by the Straits Exchange Foundation proving the familial relationship with the applicant.
    (5) For applying for a multiple-entry permit, please submit a written explanation stating the validity period and the reasons for the request.

Approved

  1. Issuance method: The invitation unit shall download the electronic version of the entry-exit permit from the online system, then forward it to the applicant for printing or have the applicant print it themselves. The printed permit must be presented upon entry.
  2. To ensure the print quality of the entry-exit permit, please print the permit on A4 white paper using full-color, full-page printing.

Additional Reminders

  1. The validity period of the entry-exit permit is 3 months. Please be sure to enter Taiwan within this period. If expired, reapplication is required.
  2. Itinerary Reporting: Mainland China nationals permitted to enter Taiwan for professional exchanges must not change their main professional activitiesIf the planned entry date or itinerary changes, the inviting unit must submit the updated itinerary online for record before entry or before the itinerary changes. However, the approved length of stay cannot be changed.
  3. Reissuance of Taiwan entry-exit permit due to loss or damage: If lost or damaged before entry, applicants can re-download and print it online by themselves. If lost or damaged after entry, the inviting unit must apply online for reissuance. After approval, a fee of NTD 300 must be paid online, and the applicant can then download and print the permit.
  4. Group entry and exit are required; single entry and exit per trip is the principle.
  5. The inviting unit should understand the background of the Mainland Chinese individuals invited to Taiwan, provide necessary documents, arrange itinerary and activities, and be responsible for reception. During their stay, the inviting unit must arrange activities consistent with the approved purpose of visit.
