Guidelines and Procedures for Establishing Agreements

★ Please carefully review the Guidelines for Establishing Written Academic Cooperation Agreements between National Dong Hwa University and Overseas Educational and Research Institutions.


1. When establishing a written agreement, the organizing unit shall carefully review and ensure the following:

(1) Both parties shall engage on the basis of equality and mutual benefit.
(2) The cooperative relationship shall contribute to the academic development of both institutions.
(3) There shall be a designated unit or individual responsible for promoting and implementing the cooperation.
(4) The content of the academic cooperation shall be specific, clear, and feasible.
(5) Agreements with institutions in Mainland China must be submitted in advance for approval in accordance with the Ministry of Education’s " Guidelines for the Review of Cooperative Alliances or Written Agreements between Schools at All Levels and Schools in Mainland China".

2. Classification of Agreement Levels and Responsible Units:

(1) University-level agreements or those involving three or more colleges shall be under the responsibility of the Office of International Affairs.
(2) College-level agreements or those involving multiple units within a single college shall be coordinated by the respective college or its designated unit.

(3) Department-level agreements or those involving affiliated units within a college shall be managed by the respective department, graduate institute, or affiliated unit.

3. Administrative Procedure for Agreement Execution:

(1) For university-level agreements or those involving three (or more) colleges, the Office of International Affairs shall draft the agreement in coordination with the partner institution. The agreement shall be reviewed by the Director of the Office of International Affairs and signed by the University President or an authorized senior administrator.
(2) For college-level agreements, including those involving multiple units, departments, or centers within a college, the initiating unit shall draft the agreement with the partner institution. The agreement shall be countersigned by the Office of International Affairs and approved by the University President before being signed by the Dean or an authorized senior administrator.
(3) For department-level agreements or those involving affiliated units or centers within a college, the initiating unit shall draft the agreement with the partner institution. The agreement shall be countersigned by the Office of International Affairs and approved by the University President before being signed by the department chair, director, or an authorized senior administrator.


Agreement Signing Procedure Between NDHU Colleges/Departments and Institutions in Mainland China:

Step 1

The college/department and the partner institution jointly draft the cooperation agreement

Step 2

The college/department submits the following three documents for countersignature by the Office of International Affairs (OIA) and for presidential approval:

● Draft Cooperation Agreement
Declaration Form for Written Agreements between Schools in Taiwan and Schools in Mainland China
Introduction/Overview of the Mainland Chinese Institution

Step 3

The OIA submits the cooperation agreement to the Ministry of Education (MOE) for official review and approval

Step 4

The OIA informs the college/department of the MOE’s review result

Step 5

The responsible unit signs the agreement in accordance with relevant university regulations and the content approved by the MOE

Step 6

Within 30 days after signing, the college/department shall send a scanned copy of the signed agreement to the OIA for record-keeping. The original shall be retained by the college/department

Step 7

The OIA will send a copy of the signed agreement to the MOE for record purposes


National Dong Hwa University Departments/Institutes Contracting Procedures with Non-Mainland Chinese Institutions:

Step 1

The department/institute drafts a cooperation agreement with the partner institution

Step 2

The department/institute submits the drafted cooperation agreement for joint endorsement by the Office of International Affairs and then forwards it to the university president for approval

Step 3

The head of the department/institute signs the agreement according to relevant regulations and the approved content of the cooperation agreement

Step 4

Within 30 days after signing, the department/institute must send a scanned copy of the contract to the Office of International Affairs for record-keeping; the original contract is retained by the department/institute
